Depending on the results of the performance evaluation, civil servants of grade 5 or higher receive an annual salary (cumulative) and civil servants in grades 6-9 receive a bonus (at least once a year, lump sum). Definitions of the public service and centrally managed organizations vary widely. In this investigation, civil servants are only civil servants under a specific public legal framework or other specific provisions.

Executives are D1 and D2, also known as « Senior Civil Servants » or « Top Managers. » The term « senior » refers to a rank and is not a reference to seniority or seniority in terms of the length of the career or term. Executives may be younger and have less experience than, for example, middle managers. The D1 and D2 directors, for whom the data are presented here, are adapted to the International Standard Classification of Professions (CITP-08) developed by the International Labour Organization.
